This is a high profile and exciting opportunity to lead on the procurement and delivery of Scottish flagship transport projects and programmes which will shape the future transport network. The majority of these projects are high value/high risk. Responsibilities will also include providing specialist advice to Senior Civil Service and Ministers on a wide range of particularly complex, contentious and sensitive procurement, contractual and commercial issues.
Working closely with Ministers, colleagues, and key stakeholders, you will have considerable autonomy for the efficient procurement, contract management and delivery of a significant portfolio of major projects ranging in value from £5 million to over £3 billion, including A9 Dualling Programme, along with future transport infrastructure interventions that may emanate from the second Strategic Transport Projects Review.
The Project Delivery Team is headed by a C3 (this post), currently overseeing the A9 Delivery Team, Discrete Projects Team, Special Projects Team and Administration Team, totalling approximately 35 people, including a number of secondees from external organisations. You will report to the Director of Major Projects.
Transport Scotland is the national transport agency for Scotland and is accountable to Parliament and the public through Scottish Ministers, with a budget of around £2 billion per year. It is responsible, on behalf of Scottish Ministers, for overseeing the operation and maintenance of the railways and trunk road networks throughout Scotland, for transport policy, aviation, ports, freight and inland waterways, and for running the national concessionary fares schemes. Transport is a vital feature of the Scottish Government's focus on increasing sustainable economic growth, and transport investments and policies have major impacts on the economy, people, and the environment.
