Transforming Active Travel
Since 2021, Transport Scotland has been transforming the delivery of active and sustainable travel in Scotland.
The transition to transformative change in active travel infrastructure delivery began with the successful introduction of the Transformation Fund in 2023-24. This introduced a more direct relationship between Transport Scotland and Local Authorities. Through the Fund, delivery Partners identified a longer-term pipeline of infrastructure projects with an indicative value of £675m.
The new tiered delivery model for sustainable travel infrastructure that was introduced in April 2024, provides both block grant and prioritised funding to Local Authorities, Regional Transport Partnerships and National Park Authorities.
In parallel, there was the introduction of a new, de-centralised delivery model for active and sustainable travel behaviour change interventions, the People and Place Programme. More recently (from April 2025), we have introduced the Bus Infrastructure Fund, which uses a tiered delivery model to provide local authorities and partnerships access to funding in order to deliver infrastructure that enhances journeys by bus.
