Shaping the future of zero emission driving
Vehicle manufacturers, suppliers, charge point operators and consumers are being asked for their views on electric vehicle (EV) sales targets.
The Vehicle Emissions Trading Schemes (VETS) Order, known as the ZEV Mandate, is a four nations policy requiring car and van manufacturers to sell an increasing proportion of zero emission vehicles each year – with new petrol and diesel cars to be phased out by 2030 and all new cars and vans to be zero emission by 2035.
The consultation, a partnership between the Scottish Government and the other governments in the UK, seeks views on how the UK gets there and whether the existing annual targets for manufacturers remain appropriate.
Cabinet Secretary for Economy, Tourism and Transport, Stephen Flynn said:
“We are committed to a transition to a decarbonised transport system that contributes to our climate obligations, reduces the cost of living and recognises the important role played by the automotive and electric vehicle charging industries to the Scottish economy.
“We know how crucial our climate goals are, and it is also important that we continue to review our targets to ensure they’re practical and achievable.
“This consultation is about listening to all stakeholders, examining the evidence and making sure the mandate continues to support road transport decarbonisation, whilst enabling investment and innovation in net zero technologies.”
The ZEV Mandate review consultation will run until 23 October 2026.
