Heavy Goods Vehicle Market Readiness Fund
Background
Heavy goods vehicles (HGVs) are essential to Scotland’s economy, keeping supply chains moving and supporting businesses nationwide. However, they also contribute a significant share of transport emissions, making their transition to zero emission alternatives critical to meeting Scotland’s climate ambitions.
Many operators, particularly small and medium sized enterprises (SMEs), recognise the need to decarbonise but face complex decisions around vehicles, infrastructure, energy and investment. Targeted support is needed to help businesses understand their options and take practical steps towards decarbonisation.
The HGV Market Readiness Fund was established by Transport Scotland to support this transition by strengthening collaboration and building a pipeline of investable zero emission HGV projects.
In 2025/26, Phase 1 of the Fund delivered:
- Consortium Builder supported eight industry consortia to develop investment ready business cases, with over £1 million awarded. Outputs submitted in March 2026 are helping inform future policy and investment decisions.
- SME Fleet Analysis Support enabled detailed analysis of over 750 vehicles and thousands of routes, improving understanding of real world decarbonisation challenges and opportunities.
Building on this, Phase 2 (2026/27) provides further support to SME operators through a refreshed SME Fleet Analysis Support Scheme, helping businesses undertake detailed fleet assessments and develop evidence based decarbonisation plans.
This work is strengthening market readiness, supporting collaboration across the sector, and helping position Scotland’s HGV industry for a transition to zero emission transport.
Overview of HGV Market Readiness Fund
The HGV Market Readiness Fund will deliver support to the HGV sector over 2026-2027. The fund aims to reduce the complexities around the transition for fleets in Scotland in the short term and develop market readiness for accelerated future uptake of zero emission vehicles and infrastructure.
The total funding available is £1 million and it will be administered by the Environment, Climate and Sustainability directorate in Transport Scotland. The fund will consists of:

SME Fleet Analysis Support
Applications open until 15 January 2027
The funding is designed to support Scotland’s HGV SME and micro-business fleets to better understand their pathways to decarbonisation. Financial support is being offered to help hauliers assess their current and future fleet plans and what viable technologies, grid-connections, routes, infrastructure and vehicles, could be decarbonised to best suit their operational needs. This will result in the production of a fleet decarbonisation report.
SME fleets in Scotland will be facilitated to seek support from data consultant professionals to fully explore options to decarbonising their fleets. These data consultants will carry out all work required to produce the fleet decarbonisation report but will also manage the administrative steps involved in preparing and submitting the grant claim for the work.

From the point of a Grant Offer Letter being issued, the Grantee will have approximately 12 weeks to complete the report. All funding must be claimed before 12th March 2027.

The HGV Market Readiness Fund: Consortium Builder is now closed.
The Fund was launched on 9 July 2025 to support collaboration across the logistics, energy, finance and infrastructure sectors and to develop robust, investable business cases for zero emission HGV deployment in Scotland.
The consortium builder closed on 20 August 2025 following strong industry interest. Eight consortia were funded to develop business cases for zero emission HGV investment, with over £1 million awarded.

Consortia submitted final investment-ready business cases in March 2026, providing valuable commercial and operational evidence that is helping to shape future Scottish Government policy on HGV decarbonisation. Through the Consortium Builder programme, operators of all sizes, including SMEs, collaborated on shared infrastructure and innovative financing models, demonstrating practical approaches to accelerating the transition to zero-emission HGVs.
