DfT consultation - Section 19 & 22 permits

The UK Government has been consulting on The use of section 19 and section 22 permits for road passenger transport in Great Britain. The consultation sets out why and how they propose to amend legislation and guidance about who can operate public service vehicles (PSV) without a PSV operator licence, using the system of permits set out in sections 18 to 23A in the 1985 Transport Act. This legislation is not devolved to the Scottish Government.

The proposals affect the operating model that many community transport operators rely on. The consultation asks for views on the proposed changes and closes on 4 May 2018.
