Assessments of the environmental effects
As detailed in the Description of Main Environmental Impacts and Proposed Mitigation section withing this Record of Determination, there are no significant effects anticipated on any environmental receptors as a result of the proposed scheme.
Consultation has been undertaken with the Tay District Salmon Fisheries Board (TDSFB). In October 2025, having been presented with concept design proposals and an indicative works programme, TDSFB confirmed that in-channel works could commence from 1st June and would need to be completed by 15th October if possible. TDSFB also confirmed that there were no comments on the design proposals. In April 2026, an update on the proposed scheme was provided to TDSFB including a general arrangement drawing and indicative programme of works. TDSFB acknowledged the update provided and suggested a meeting on site to discuss how viable a fish rescue would be and, if so, the area to be fished out. TDSFB confirmed that June should be fine for TDSFB to undertake a fish rescue if required. TDSFB noted that the main determining factor for a successful fish rescue will be the water conditions, as that section of the River Tummel is deep, and fast flowing so may not be ideal.
Additionally, through a pre-works consultation process, Perth and Kinross Council requested that hydraulic modelling and flood mapping be provided to inform the proposed scheme design, including assessment of flood levels and climate change allowance. The consultation with Perth and Kinross Council also resulted in the preparation of a geomorphology study to focus on the risks to sediment movement in the River Tummel and processes associated with the proposed riverbank stabilisation works.
A Habitats Regulations Appraisal (HRA) has been prepared for consultation with NatureScot. The HRA concludes that, with mitigation proposed, there will be no adverse effect on site integrity in relation to the River Tay SAC and the Shingle Islands SAC.
An application has been made to SEPA for authorisation of the relevant parts of the proposed scheme under EASR. The EASR permit will be required prior to any works commencing and the Contractor will be required to adhere to all EASR permit conditions.
