Foreword

Transport Scotland works to provide the people of Scotland with a sustainable, inclusive, safe and accessible transport system. This reinforces the aims of the Scottish Government to help deliver a healthier, fairer and more prosperous Scotland for communities, businesses and visitors. We commit to leveraging our influence as a procuring authority to deliver outcomes that are good for the people of Scotland, including a focus on Sustainability, the Climate Emergency and Net Zero targets. Transport Scotland’s Annual Procurement Report for 2022 highlights how we delivered the procurement commitments we made in our Procurement Strategy and supported the Scottish Government’s goals and procurement priorities.

In addition to funding allocated by grants to public and private organisations, Transport Scotland’s procurement spend during the financial year 2021-2022 was over £1.696 billion on contracts. An important part of this (8%) was direct spend with Small to Medium Enterprises (SMEs).

Transport Scotland delivers many of its policies and priorities through its procurement activity, which in turn assists the Scottish Government in achieving the national outcomes. Our vision for procurement is:

Transport Scotland’s Annual Procurement Report 2022 sets out how we are providing value for money and ensuring compliance with our legal obligations to ensure sustainable, inclusive, safe and accessible infrastructure.
