6. Analysis

Analysis of the responses to the Consultation was undertaken. A spreadsheet was created and each response received was entered into the spreadsheet and the respondents' answers to every question were recorded. Totals for respondents, who agreed, disagreed and did not indicate a clear preference for or against each proposal were calculated. Figures are used to demonstrate the balance of opinion on each proposal.

Where respondents did not agree with the proposal they were invited to give a reason to explain why they disagreed. The next stage in the process was to analyse the reasons that respondents did not support the proposals. Where relevant, reasons for opposing the proposal were totalled in order to understand the most common objections. These were discussed by the working group and a firm decision was made on whether the proposal should stand or be subject to amendment. Where a decision could not be taken, due to a lack of understanding of the technical issues that arose, the working group referred any decisions to a group with expertise in such issues.
