Overview of Response Rate

The consultation document was issued to Chief Executives of the Scottish local authorities and other interested stakeholders including police representative organisations and the British Parking Association. It was also available on the Scottish Government website. A total of 24 responses were received.

The table below expands on the responses further. Of the 11 local authorities that responded, 9 supported the proposals and of that 9, 7 operate or were considering operating DPE and 2 did not operate DPE, had no plans to, or were silent on the matter. Two local authorities that did not operate DPE felt that the consultation was not applicable to them and provided no comment.

Furthermore, neither of the 2 organisations that supported the proposals operate DPE directly although they have local authorities as members.

The police force that responded enforces parking contraventions as the local authority does not operate DPE although both representative organisations cover the whole of Scotland where local authorities operate DPE in some areas.

Of the 8 individual responses, one supported the proposals and 7 were against the proposals, predominately on the grounds of fairness, economic climate and lack of evidence.
