Executive Summary
Scotland is now moving forward to deliver integrated transport at a strategic level more effectively. In pulling together different modes, the contribution of the trunk road network is inescapable. To allow the full range of movements on which commerce and industry, communities and society depend, the Scottish trunk road network needs to be managed as efficiently and effectively as possible.
Current arrangements are set out in the existing third generation management and maintenance term contracts for the Scottish trunk road network, which came into effect in 2006 and 2007 and expire between March 2011 and March 2014. These contracts reflect a transition in practice over the last thirteen years.
The Driving Improvements consultation undertaken between December 2008 and February 2009 sought opinion from Local Authorities and Contractors on
- the 3rd Generation Trunk Road Network Management and Maintenance Contract;
- changes to be considered when preparing the 4th Generation (4G) Contract and
- opportunities for collaboration that would achieve actual savings to the public purse.
The consultation forms an important part of a wider exercise which is seeking out current best practice and which will ultimately help shape the 4G Contracts. Transport Scotland is keen to ensure that opportunities for collaboration are incorporated into the 4G Contracts. Several suggested opportunities will be explored further with Local Authorities and Contractors.
