Executive Summary
The Transport Noise Action Plan (TNAP) 2024 to 2028 sets out a range of, direct and indirect, actions Transport Scotland and partners will take during the next 4 years, to reduce the impact of transport noise, building on the work taken forward in previous years. The actions relate to all major roads, all trunk roads, all rail routes, and transport policy.
The TNAP seeks to prevent and reduce environmental noise where necessary and particularly where exposure levels can induce harmful effects on human health and to preserve environmental noise quality where it is good.
The TNAP reaffirms Transport Scotland’s commitment to minimising the impact of transport noise on the people of Scotland. We will continue to ensure noise management is integral to all transport related activities, across the spectrum of design, construction, and maintenance, collaborating with partner organisations to reduce noise levels in the most impacted areas through targeted action.
To ensure that impacts on different groups, or communities can be considered within this EQIA a public consultation seeking views on The Draft Transport Noise Action Plan (TNAP) 2024 to 2028 consultation opened on 17 December and closed on 30 January 2026. We received seventeen responses from Individuals, Public Bodies, and Trade Bodies and Public Organisations
This EQIA notes that the impact of the Transport Noise Action Plan (TNAP) 2024 to 2028 on equality is limited and it does not impose any additional impacts on any individuals falling within any of the current protected characteristics when compared to the existing policy.
