The EQIA process did not identify any negative impacts on individuals with protected characteristics. The TNAP’s focus on reducing environmental noise exposure has the potential for positive health outcomes for all residents, particularly those living near major transport corridors.
Noise mitigation measures—such as the prioritisation of NMAs, collaboration with key stakeholder and the safeguarding of quiet areas—are general in nature and are not expected to create unequal effects.
While some protected groups (for example, older adults, disabled people, or young children) may be more sensitive to environmental noise, the plan does not introduce differential treatment; rather, any reductions in noise exposure may provide proportionally greater wellbeing benefits to these groups.
No evidence emerged during consultation to suggest discriminatory impact, nor was any barrier identified that would limit access to the benefits of the plan by individuals with protected characteristics.
