Recommendations and Conclusion

The assessment concludes that the Transport Noise Action Plan 2024–2028 does not impose any additional impacts on people with protected characteristics beyond those experienced by the population as a whole. The plan’s actions are expected to deliver positive or neutral impacts across all groups by improving overall environmental quality and reducing noise‑related health risks.

Given the absence of identifiable differential impacts and the broad applicability of noise mitigation measures, a full detailed EQIA is not required.

Continued monitoring through noise mapping cycles and stakeholder engagement will ensure that any unforeseen impacts on equality groups are identified and addressed in future action plans.
