Exploring collaborative working to address skills, capacity and resource challenges in delivering the ambitions of the strategy
Peter shared an example of the West Dunbartonshire Council and Glasgow City Council net zero co-operative agreement, with a focus on EV infrastructure and active travel initiatives. Councils face challenges with procurement bureaucracy, funding uncertainty and reliance of consultants, so the co-operative agreement has benefits including shared design, skills, workload and staff retention.
Members noted the agreement and shared other good examples of collaborative working including the SCOTS Roads Asset Management Project and SPT Clyde Metro work. COSLA officials expressed interest in learning lessons from the co-operative agreement and sharing this across their networks.
