Commercial case
The purpose of the commercial dimension of the business case is to demonstrate that the preferred option will result in a viable procurement and a well-structured Deal between the public sector and its service providers.
In the case of this specific project, the scheme will be a voluntary scheme and there will be no procurement.
However, a key outcome of the scheme design is the willing participation of operators subject to appropriate value for money for the public sector. This balance is a key driving factor behind the choice of reimbursement rates for the scheme and this is covered in the BRIA material in the socio-economic case.
Finally, it is certain that appropriate running of the scheme in terms of financial propriety will require significant commercially sensitive data from operators. This data will be treated as in confidence and care will be taken not just to not publish individual operator data but also that no inference as to individual operators can be made.
