Executive Summary

Having now passed the midpoint of the Road Safety Framework to 2030 (RSF2030), we remain firmly committed to achieving our goal of making Scotland the country with the best road safety performance in the world by 2030. We also remain focused on our ambitious long-term vision goal, Vision Zero, where no one is seriously injured or killed on our roads by 2050.

As reported in Key Reported Road Casualties Scotland 2025, road fatalities decreased in 2025, with 134 people killed in collisions on Scotland’s roads, a reduction of 16% compared with 2024. During the same period, total casualties fell by 3%, serious casualties by 4% and slight casualties by 3%.

While these improvements are welcome, we recognise that a focused and disciplined approach is required to strengthen delivery of commitments set out in Scotland’s RSF2030. Priority actions will continue to be essential in accelerating progress towards our national casualty reduction targets.

Despite the reduction in overall casualties, the resolve of all delivery partners to be bolder and more ambitious in developing innovative approaches and identifying new opportunities to reduce preventable casualties remains unwavering.

Through continued delivery of existing commitments and the introduction of ambitious new activity, we aim to give road users confidence that action is being prioritised to address emerging casualty trends while building on the progress achieved to date.

Appropriate and sustainable resourcing remains fundamental to the successful delivery of RSF2030. In the current economic climate, we must be proactive in making evidence-based decisions that support streamlined approaches, build capacity, and maximise the impact of priority actions.

Finally, we would like to thank all road safety partners for their dedication and contribution over the past year. While progress has been made, there is still much to do. We all have a role to play in improving road safety and achieving Scotland's casualty reduction targets, whether at a national, local, or individual level, to make Scotland's roads safer for everyone.
