14. Various forms of the Graduated Driver Licensing (GDL) systems are currently well established in other countries around the world, including the US, Canada, Australia, New Zealand and parts of Europe. Evaluations of GDL have shown that it is effective in reducing collision rates for young drivers, and two Cochrane reviews of the available evidence relating to GDL have confirmed its effectiveness. In fact, GDL remains the only young driver intervention for which there is clear and unambiguous evidence to show that it reduces the crash rate for young drivers. The Northern Ireland Executive (NIE) is preparing to introduce a form of GDL in Northern Ireland.
15. Scottish Ministers have therefore recently asked the UK Department for Transport (DfT) to look again at options for a UK Graduated Driver Licensing scheme.
