Governance and Efficiency

This section summarises the advisory position of NSTAB on the core area of Governance and Efficiency and to how any amended and or new approach to Smart Ticketing delivery and retail should be considered.

The key principles applied to Governance and Efficiency reflect that to support multi-operator / multi-modal retail, it is understood and accepted that authorised individuals would require access to relevant commercial data as part of a controlled and fully defined Business Rules process.

NSTAB believes that there are enough models of operator/public sector governance within the UK for ticketing to be confident that an appropriate model could be identified to support the efficient delivery of multi-operator multi-modal developments such as ABT. 

Where the BCR of combining entitlement and commercial based ticketing administration, governance, software and support processes would clearly promote efficiency, this should not be a barrier to progress.  Likewise, where existing duplication of systems is identified with the potential for efficiency to be realised, this will not be a barrier to progress.
