Aberdeen City Council
“In the last reporting period, the Council has started to separate the consultation process for the disabled parking bays from consultation on small-scale traffic management measures. This has resulted in an improvement in efficiency for the legal process associated with establishing disabled bays. Unfortunately, the Council has not been able to mark out advisory bays for a considerable number of days this year due to faults with the lining machine’s paint boiler. This problem, plus catching up on advisory bays that were missed to be made official in previous years, has resulted in the lengthening of time, on average, between when an application was made and the start of the initial consultation process (which the Council typically begins after the advisory bay is marked).
In modern streetscapes it is difficult to distinguish between on-street and off-street parking facilities, and guidance on this matter would be appreciated.”
Aberdeenshire Council
“A report prepared by a local authority under section 11(1)(a) may contain any other information about its performance of its functions in relation to parking places for disabled persons' vehicles during the reporting period that the authority considers appropriate. During the reporting period, Aberdeenshire Council continued to promote the proper use of parking places for disabled persons’ vehicles through enforcement activity in off-street car parks covered by the Council’s off-street parking orders. No additional information is considered necessary in relation to the Council’s performance of its functions under the 2009 Act.”
Argyle & Bute
“We have historically had resource issues relating to the promotion of Orders, including on-street disabled bay orders. The service has recently concluded a redesign, part of which has included an increase in resource to the Traffic team. The previous post holder resigned in March 2026 and the post remains unfilled. The service redesign has increased resource from one senior post and one assistant to two of each (and now split east / west). We have completed the recruitment process for the two senior officers, and they are due to commence in the posts by the end of September 2026. The additional resource is to manage the backlog of TROs, including on-street disabled bays.”
City of Edinburgh Council
“In the process of progressing 6 NEW/AMEND Disabled Person’s Parking Places Traffic Regulation Orders see Part 1(1) (b) which includes 148 bays.
Next batch of Disabled Person’s Parking Places being prepared to start the Traffic Regulation Order process to include a further 142 NEW/AMEND Disabled Person’s Parking Places. Of the 142, 113 of these Disabled Person’s Parking Places were received during this annual report timeframe.
The other 29 included in our next TRO were received during the previous time frame – 01/04/24-31/03/2025.
The remaining 19 received during the time frame will be included in a future TRO.”
Clackmannanshire Council
“Clackmannanshire Council are a small local authority where we do not have parking enforcement. Our whole area has been surveyed however the outcome was delayed by COVID-19 and now due to job posts being vacant we haven’t done TROs for new bays at present as we also relie on Police Scotland for enforcement.
We are now going through the process of possible DPE which would mean rewriting all our TROs so that this could go in place. So everything we be covered should this go in place. Budget wise we only put plates up where a blue badge space are getting mis-used or in busy areas, we do not have the funds to do every bay. Although applications have been approved lining works are taking longer than normal due to workloads, weather and contractors.”

“Dumfries & Galloway Council have applied to Scottish Ministers to decriminalise parking enforcement in our region and are awaiting response.”
Dundee City Council

East Dunbartonshire Council
“The reporting period is covering a back log of requests and lining within areas by EDC.
273 Penalty Charge Notices were made during the reporting period On-street 187 and off-street 86 for 2025/2026.”
Highland Council
“The Highland Council continue to introduce Decriminalised parking enforcement throughout the Highland area. To regulate disabled bays in existing areas The Highland Council continue to adjust bay sizes and erect signs, keeping things in line with the Traffic signs regulations and General Directions (TSRGD). EV bays are also being installed with disabled users in mind allowing more room for disabled access. Parking enforcement officers have recently been much more involved in the installation of disabled bays. This helps alleviate the workload from area offices and will allow the bays to be installed a lot quicker than they normally would be.”
Inverclyde Council
“7 disabled parking places started the statutory procedure before the start of the reporting period and were revoked within the period.
81 disabled parking places started the statutory procedure and were revoked within the period.
16 disabled parking places started the statutory procedure to be revoked.
Since April 1996, 568 disabled parking spaces have been established by Order. A further 52 spaces were created during the current reporting period.”
North Ayrshire Council
“North Ayrshire Council continues to carry out its duties under the Act.
Continuing liaison with Education and Community Services to ensure all bays in these settings are captured in our TRO’s.”
Renfrewshire Council
“Renfrewshire Council continues to carry out its duties under the Disabled Person’s Parking Places (Scotland) Act 2009 as indicated above.”
Shetland Islands Council
“We recognise the problems many applicants have with increasing parking issues and we therefore contact an applicant almost immediately (within 1 week) to clarify qualification requirements and identify a suitable area for the space and begin the process.
As the local planning consent regulations do not stipulate a set number of disabled parking spaces in new developments, we find no apatite from them to enter into an agreement with us (Shetland Islands Council) to start the statutory process.”
Stirling Council
“To continue to liaise with Stirling Area Access Panel with regards disabled parking provision, whether that be new spaces or improvements to existing spaces on or off street.
Progress with respect of taking forward disabled parking spaces implementation and future enforcement within private car parks needs further analysis, and is still to be carried out, which is dependent on staff resources.”
