Scottish Ministers' Reporting Duties
The following information is reported as a requirement of section 12 of the Act. The following information should be read in conjunction with the Schedule to the Act.
- Schedule, Part 2, paragraph 3 (a): ‘details of the action that each local authority took in fulfilment of its duty under section 1’.
Local authorities reported the following information under paragraph 3 (a) in respect of the reporting period:-
Aberdeen City Council
Aberdeen City Council continues to process applications for disabled persons’ parking places where criteria are met. Advisory disabled persons’ parking places are provided until the statutory process is completed. Aberdeen City Council also removes any disabled persons’ parking place that is no longer required.
Blue Badge holders, when requesting a disabled parking facility are fully advised of the regulations, that they are open to any Blue Badge holder and that the badge requires to be displayed at all time.
Aberdeen City Council enforces all disabled persons’ parking places governed by a Traffic Regulation Order (TRO) and has officers in place to investigate fraudulent use of Blue Badges.
Aberdeen City Council has information regarding Blue Badge spaces on our website.
Aberdeenshire Council
Aberdeenshire Council promotes the proper use of parking spaces for disabled persons’ vehicles by routinely issuing excess charge notices to those using such spaces improperly in car parks covered by the Aberdeenshire Council (Off-Street Parking) orders. The number of such notices issued during the reporting period (2024-25) was 133 of which 56 were subsequently written off or cancelled following successful appeals. 19 are currently outstanding having not been paid.
Angus Council
Angus Council are continuing to process applications for new street disabled bays where criteria are met. Advisory bays are provided until the statutory process is completed. Disabled person parking places which are no longer required are removed.
Argyll & Bute Council
We commenced a survey and notice project to identify all disabled bays on the road network. This includes “historical bays” some of which may have been marked prior to the DPPP Act 2009 but are not on any known Order. We are also checking, via the notices, whether the bays are still required. Following this exercise, it is intended to commence consolidation orders in 2025/26 although this may run into the following year as we have one Order per area (ABC is split into 4 admin areas).
City of Edinburgh Council
Staff within Parking Development provide advice and the relevant application form to customers who wish to apply for a DPPP outside their home. Customers also have access to information and can apply online for a DPPP using the CEC website.
For new developments, procedures are in place to inform the developer of the local authorities' duty to promote the proper use of parking places designated for use only by vehicles of disabled persons. As Part of the planning process, the developer is asked if they wish CEC to enforce disabled persons’ parking places.
Clackmannanshire Council
Due to staffing vacancies in the department both disabled parking applications and TROs are taking longer to complete.
Comhairle nan Eilean Siar
Enquiries for disabled persons parking places are received and assessed. Existing bays are maintained.
Dumfries & Galloway Council
Processing the applications as and when received.
Review of Temporary Traffic Regulation Orders periodically.
Dundee City Council
Applications have been received and eligibility checked, this has become more onerous this year as our IT department advise that the Department of Transport has restricted personal information provided by the blue badge API when checking a badge number, resulting in us having to request images of the applicant’s blue badge to check manually.
Site visits have been undertaken to assess network considerations including the councils policy threshold of a maximum of 30% of available curb space being available for disabled persons parking places, this threshold has been more regularly reached when assessing applications.
On street disabled persons parking bays have been provided generally within eight weeks of application.
Citywide survey of disabled persons parking places was completed, providing reliable asset information including accurate locations and assisted in identifying redundant bays.
A new map-based TRO was produced but has faced internal legal difficulties due to lack of guidance on map-based TROs and is still pending.
East Ayrshire Council
Consultation is yet to commence on the promotion of the East Ayrshire Council (Various Roads within East Ayrshire) (Disabled Person Designated Parking Places) Revocation order 2025.
East Dunbartonshire Council
East Dunbartonshire Council continue to promote the proper use of parking places designated for the leaving of a vehicle displaying Blue Badges as require through the Disabled Persons’ Parking Places (Scotland) Act 2009.
During the reporting period, a total of 150 Penalty Charge Notices (PCNs) were issued for the offence of being parked in a designated disabled parking bay without a valid Blue Badge.
12 Blue Badges were seized by East Dunbartonshire Community Wardens.
East Lothian Council
Advertising literature “Don’t park in my space” has been displayed in all Council offices.
East Renfrewshire Council
Records of locations of all enforceable disabled bays continue to be updated and maintained.
Falkirk Council
Falkirk Council considered all requests for disabled persons parking places by qualifying persons and has where possible commenced the statutory process to make Orders for those applicants.
Fife Council
The twenty-first of the 6 monthly updates to the on-street traffic order schedules was made on the 11th October 2023 and the twentieth amendment was made on 31st May 2024. The TRO was amended on each occasion to add the new bays and to remove bays which have since become redundant.
Glasgow City Council
The Council continued to receive and grant applications for the provision and repaint of disabled parking bays by qualifying persons.
All new developments have been checked and where necessary developers will be contacted and invited to participate.
Highland Council
The Highland Council are consistently introducing new townships into decriminalised parking enforcement. With this the parking enforcement team are recognising more disabled parking spaces throughout the highland area that have not yet been recorded on the traffic regulation order. The Parking enforcement team have been assisting in the installation of new disabled bays when area roads do not have the resources or the funding, allowing applicants a quicker service. A new online application for disabled bays is underway to help the end user apply for a disabled bay in a quicker more user-friendly way.
Inverclyde Council
Inverclyde Council promotes the creation of parking places for disabled persons through an on-line application process on the Council’s website.
With the introduction of Decriminalised Parking Enforcement throughout Inverclyde, Orders were created to regulate Off-Street car parks and include Disabled Persons’ Parking Places. The consultation and publicity processes served to highlight the provision of Disabled Persons’ Parking Places within the car parks.
Midlothian Council
All on-street bays for which Midlothian Council is responsible have been identified, assessed and made enforceable by inclusion in a Traffic Regulation Order. New applications are processed as quickly as resources permit. The Council is pro-active in checking that ‘Disabled’ bays are still in use by a Blue Badge holder and removes bays which are no longer required.
Moray Council
Following the process undertaken previously, to identify all historic advisory disabled parking spaces, the council has been assessing all new applications over the most recent reporting period (01/04/2024 to 31/03/2025) in accordance with the Act and supporting advice. The Traffic and the Blue Badge Teams continue to provide ad hoc advice on the use of Blue Badge Spaces.
North Ayrshire Council
North Ayrshire Council provides disabled parking places to residents within the area where possible. An exercise is being undertaken to ensure all bays at community centres and schools in North Ayrshire are included in an order.
North Lanarkshire Council
North Lanarkshire Council has continued to assess requests for disabled persons’ parking places and promoted a number of Traffic Regulation Orders to allow the use of parking spaces to be enforced by the Council’s parking attendants.
Advisory markings have been placed at requested locations initially and will remain in place until procedures to promote Traffic Regulation Orders are complete.
Orkney Islands Council
The Council continues to identify both on-street and off-street parking places when applications are received.
Perth & Kinross Council
Parking Attendants regularly inspect and enforce the bays to ensure the proper use of the parking places for disabled persons’ vehicles.
Renfrewshire Council
Between 01-04-24 and 31-03-25, 147 new applications for bays were received this was in addition 51 bays that were due to be included in the Councils 8th DPPP Order (198 total with 15 refusals making 183 bays) Unfortunately this was delayed from going to consultation due other priorities. The Council was unable to achieve its March 31st deadline and the order which has now been to the Council Board for a decision will be made on made on Friday 5th September 2025. Preparation is underway for an Off-street Order for a further 3 DPPP bays while the Council as recently advertised seeking additional private off-street parking providers who wished to engage with the Council and take up enforceable disabled parking within their car parks.
Scottish Borders Council
We have not actively promoted proper use of disabled persons parking places. If we receive a complaint regarding the use of a bay we will follow this up in writing.
Shetland Islands Council
The Council provides information through various sources in order to reach as many in the community as possible.
- The Council web page highlights eligibility, the statutory process and all relevant information.
- Local weekly newspaper (The Shetland Times) to highlight all stages of the statutory process.
- All new developments are encouraged to participate in the provision of disabled parking bay(s).
- Council also removes any disabled persons’ parking place that is no longer required.
South Ayrshire Council
We are in the process of progressing TROs to update the current position with respect to disabled bays in South Ayrshire Council – orders shall require approval by the Council’s Regulatory Panel following the set statutory traffic regulation order process.
This shall include a review of a number of historic bays to ascertain if they are still required.
South Lanarkshire Council
South Lanarkshire Council enforces the regulated disabled persons’ parking bays in line with its policies and procedures.
Stirling Council
Continue to assess all applications received for a disabled person’s parking space under the Council’s current criteria which was amended following the introduction of the Disabled Person’s Parking Places (Scotland) Act 2009 within 15 working days whenever possible.
Where the applicant meets the criteria for a disabled person’s parking space outside their property, we aim to arrange for the marking of an advisory space within 10 working days of receiving their agreement on its location.
Once the TRO process has been completed, arrange for the necessary signage to be erected.
On completion of the TRO the applicant’s details are entered into a database to ensure a complete record is maintained.
Stirling Councils Traffic Regulation Orders and parking policy continue to allow vehicles displaying a Blue Badge to park free of charge and without time limit within any “on-street” or “off-Street” pay and display parking area, in addition to any designated disabled parking spaces.
80 disabled persons’ parking spaces were revoked as they were no longer required (74 from 2 Traffic Orders which were proposed in 2023-24 following a review and signed in 2024-25. Whilst initially 85 spaces had been proposed to be revoked several people applied to take over some of the existing spaces and several other residents submitted the evidence required for them to retain the space).
West Dunbartonshire Council
West Dunbartonshire has an up-to-date database for all on-street disabled parking bays; this identifies those already legally enforceable and those which are currently advisory only. This is constantly updated to include all new on-street parking bays. Each time a new TRO amendment order is implemented, the bays marked as advisory are automatically included in this schedule.
West Lothian Council
West Lothian Council has provided information through various sources in order to reach as much of the community as possible. The following methods have been used to convey information.

Table 1 below sets out the total number of parking places (excluding temporary places) designated by individual local authorities as being for use only by a disabled person’s vehicle, as reported. The table reports only new disabled parking places made enforceable by an order in the reporting year 2024/25 and does not take account of those removed.

There continues to be no delays to the installation of advisory bays.”

“Clackmannanshire Council are a small local authority where we do not have parking enforcement. We are still processing TRO’s due to staffing levels, job vacancies and workloads, these are taking time. Our whole area has been surveyed however the outcome was delayed by COVID-19 and now due to job posts being vacant. Budget wise we only put plates up where a blue badge space are getting mis-used or in busy areas, we do not have the funds to do every bay. Although applications have been approved lining works are taking longer than normal due to workloads, weather and contractors.”

“Concerns had been raised by a community group over a lack of disabled persons parking places within Stornoway town centre. A survey of parking places in December’24 showed there seemed to be adequate provision although busy on the run up to Christmas. Electric Vehicle bays are also being installed with disabled users in mind allowing more room for disabled access. Parking enforcement officers have recently been much more involved in the installation of disabled bays. This helps alleviate the workload from area offices, and will allow the bays to be installed a lot quicker than they normally would be.”
