3 Tasks associated with Project Management

3.1 Overview

3.1.1 Much of the groundwork to achieving robust project management was covered during the first year, including the Inception Report, Enhancement Report and the audit of TMfS:05. Since then, there has been a strong focus on the effective delivery of TMfS and its supporting work streams.

3.1.2 Strategic meetings and reports that have assisted in defining and monitoring the direction of TMfS have included:

  • TMfS Meetings:
    • Quarterly Steering Group Meetings
    • Project Management Meetings, including monthly Client Progress Meetings and bi-annual Directors’ Meetings
    • Monthly Audit Meetings
    • Bi-Annual Data Collection Progress Meetings
  • TMfS Reports:
    • TMfS:05a and Highland Model Audit Reports
    • TELMoS:05a Audit Report
    • This Annual Report

3.2 TMfS Meetings

TMfS Steering Group

3.2.1 The TMfS Steering Group principally consists of representatives of various directorates of Transport Scotland and the Scottish Government. Included within this group are representatives for different modes of transport, planning and policy. Strathclyde Partnership for Transport (SPT) also holds a permanent place on the Steering Group, so as to ensure good communication between TMfS and the Strathclyde Integrated Transport Model (SITM) teams. Steering Group Meetings are held on a quarterly basis. Typically, the Term Consultant reports on progress and issues encountered and provides recommendations for the development of TMfS, which are discussed.

TMfS Client Progress Meetings

3.2.2 The TMfS monthly Client Progress Meetings form the spine of management-related meetings. The meetings provide the forum for the immediate management of TMfS and for the formulation of longer term plans that can be presented to the Steering Group.

3.2.3 The scope of the Client Progress Meeting has expanded during 2008 as a result of the wider scope of the user engagement programme and the opening of a dialogue with other organisations and Government directorates. As a result, a section of the agenda for each meeting has been specifically dedicated to this.

3.2.4 The Client Progress Meetings have been an important asset in determining the short-term direction of TMfS and in ensuring our responsiveness to user preferences.

TMfS Project Director Meetings

3.2.5 In order to ensure that TMfS represents good value for public money and is aligned with the Scottish Government’s Purpose, bi-annual TMfS Directors’ Meetings are held to discuss any issues. The Project Directors’ Meetings focus on key areas of TMfS, such as finances and the future direction of TMfS, while also ensuring that the TMfS is aligned with the interests of the Scottish Ministers. There has been one such meeting during 2008, which assisted in providing a high-level perspective of the role and direction of TMfS. A further Directors’ Meeting is scheduled for December 2008.

TMfS Audit Meetings

3.2.6 Monthly audit meetings have been held throughout 2008, with additional meetings held during the audit of TMfS:05a and TELMoS:05a. The early stages of auditing TMfS:07 are now underway. In addition, there are discussions about the possibility of auditing a model application, which would allow the Auditor to assess how the model performs ‘on the ground’.

Data Collection Meetings

3.2.7 Bi-annual meetings are also held with the appointed data collection consultants in order to review progress and identify tasks going forward. These meetings, and data collection generally, are described in more detail in Chapter 6.

3.3 Management-related Reports

3.3.1 The Audit Reports for TMfS:05a, TELMoS:05a and the Highland Model are currently in the final stages of review and will be published in the near future. The findings of these reports will be more fully discussed in next year’s Annual Report.
