- All operators of local services in the area of the proposed franchising framework
- Any other person holding a PSV operator’s licence or community bus permit who, in the opinion of the authority, is likely to be affected by the proposed framework.
- Such organisations appearing to be representatives of all operators of local services in the area of the proposed franchising framework (e.g., Confederation of Passenger Transport (CPT)
- Such organisations appearing to the LTA to be representatives of employees of such operators
- Such organisations appearing to the LTA to be representatives of users of local services as they think fit (e.g., Bus Users Scotland)
- Each LTA and Transport Partnership whose area is, in the opinion of the franchising authority, likely to be affected by the proposed framework
- The Traffic Commissioner (in this case the TC should be the Traffic Commissioner for Scotland)
- The Chief Constable of Police Scotland
- The Competition and Markets Authority
- Such other persons as the LTA thinks fit, this could include local community councils within the proposed framework area, or disabilities groups, etc.
