Transport Scotland Procurement Strategy 2012 - 2015

Foreword

Transport Scotland invests over £1.8 billion a year on supporting, improving and modernising Scotland's transport infrastructure and services. The lion's share of this investment is delivered through a diverse range of suppliers across the public and private sector with only 1% of the budget utilised on the on-going Agency running costs.

Procurement refers to the direct purchasing of works, goods and services through contracts awarded by Transport Scotland on behalf of the Scottish Ministers. While the larger part of the budget is allocated to other public and private sector organisations through grants and support, Transport Scotland spends more than £700 million through the contracts under its management.

Transport Scotland's Procurement Strategy plays a key role in supporting the Scottish Government's overall procurement aims to deliver value for money, quality community benefits and sustainability.

This document sets out our priority to adopt best practice across the wide range of procurement activity that Scottish Ministers have charged Transport Scotland to deliver.

We are proud of the agency's status as a 'Superior' organisation in terms of procurement capability and we continue to look at ways to improve our performance and encourage innovation to ensure that we extract the maximum benefit from the Scottish Government's investment in transport.
