Governance
Embedding the TRAP within Transport Scotland’s processes is vital for successful onboarding and delivery of the adaptation recommendations. This includes consideration of additional funding and human resource required to deliver the programme of adaptation recommendations within desired timeframes.
Governance of the TRAP (Figure 3) will sit within the current adaptation governance arrangements within Transport Scotland and the wider Scottish Government. Delivery of the recommendations provided within the TRAP will be considered through an existing ACCAR Governance Group set up in 2023 to oversee ACCAR delivery. This group reports into a wider Transport Scotland Climate Change Board and untimely the Scottish Government Global Climate Emergency Board. Both of these boards include adaptation within their remits and this structure will ensure that TRAP recommendations are fully considered and any associated delivery risks properly managed.

The TRAP provides 45 recommendations in total with some of these fully or partially underway and a number that will need to be developed. Due consideration will need to be given to funding and resource requirements of each recommendation and options explored for delivery. This may be exploring opportunities through existing available budgets or the development of business cases for new funding for adaptation. The above governance structure will ensure that the recommendations are taken forward in an appropriate manner and that the right level of funding and resource is provided.
