Priority Recommendations

An internal Climate Adaptation Plan presents the full list of 45 recommended actions, mapped against prioritised co-benefits. It also provides Transport Scotland with suggestions for developing a comprehensive adaptation monitoring framework and guidance for implementing site-specific Dynamic Adaptive Pathways Planning (DAPP) to improve adaptive management. The priority recommendations are listed below.

Priority Adaptation Recommendations

Improve diversion planning for the local roads network considering local impacts and utilise adaptive traffic management systems.

Timeframe - short.

Promote comprehensive entries to the Disruption Risk Register and Incidents Database in Transport Scotland’s Asset Management Performance System (AMPS).

Timeframe - short.

Develop Dynamic Adaptive Planning Pathways to communicate and evaluate different management schemes for specific vulnerable locations.

Timeframe - medium.

Implementation of joint working with SEPA, Scottish Water, Network Rail, local authorities, landowners, and environmental organisations to deliver catchment-scale solutions.

Timeframe - short.

Development of a centralised Geographical Information System (GIS) containing hazard and asset data. This will provide insights into the problem areas of the TRN and inform the cost/benefit of investment.

Timeframe - medium.

Wider impacts to Scotland’s economy and communities should be investigated (interdependencies). This could include an assessment of the economic and social costs of disruptions to Scotland using transport modelling of traffic disruption.

Timeframe - short.

Development of a robust monitoring framework. This includes regular monitoring of climate impacts on the Scottish Trunk Road Network and reporting on adaptation investment across the network.
