Introduction
The Scottish Government's 100 Day Commitments published on 27 April 2026 include a commitment to:
instigate an accident blackspot review, including at the Toll of Birness"
This commitment will be delivered through publication of this annual report which will provide transparency on how Transport Scotland currently assesses the safety performance of Scotland's trunk road network, identifies locations that may benefit from further safety investigation and prioritises investment to reduce the number and severity of road casualties. It will also explain the evidence based approach used to identify personal injury collision cluster locations and higher-risk routes and provide specific information on the Toll of Birness junction.
The process outlined in this report relates to the Scottish trunk road network with the respective Local Authority retaining the statutory responsibility to manage and maintain local roads under the Roads (Scotland) Act 1984.
