Framework for a Memorandum of Understanding between Scottish Ministers and the Secretary of State for Transport

The UK Government Railways Bill contains provisions whereby the Scottish Ministers are required to enter into a Memorandum of Understanding (“MoU”) with the UK Government setting out how they will work together in the exercise of their respective rail functions. The Framework for the MoU records the key issues and principles the parties consider should be covered in the statutory MoU between the two Governments. The Framework for the MoU does not preclude changes being made in the future MoU. The Framework for the MoU will instead provide a clear direction of travel for the more detailed work required to draft the MoU.
