The A1 Trunk Road (Bilsdean) (Temporary Prohibition of Right Turns) Order 202[]
The Scottish Ministers give notice that they have made the above Order under sections 2(1) and (2), 4(1) and 14(1)(b) and (4) of the Road Traffic Regulation Act 1984(a), which will have the effect of temporarily prohibiting traffic on that length of the A1 Edinburgh – Berwick Upon Tweed Trunk Road from a point 552 metres or thereby southeast of the centreline of the junction with road number U220 known as Dunglass Road southeast to a point 647 metres or thereby southeast of the centreline of the junction with road number U220 known as Dunglass Road.
Specified turns
- All right turns from the southbound carriageway of the A1 Edinburgh – Berwick Upon Tweed Trunk Road into the temporary SPT Branton substation construction slip road.
The Order, which is required because works are being or are proposed to be executed on or near the road and will be in operation from XX MONTH until XX MONTH 202X and will only have effect in relation to such part or parts of the length of road as is indicated by the appropriate traffic signs.
The Order does not apply to vehicles being used in an emergency for fire brigade, ambulance, police or coastguard purposes or a vehicle being used for carrying out the works.
Full details of the proposal are contained in the Order which, together with a plan showing the lengths of road involved, revoked orders and a statement of the Scottish Ministers’ reasons for proposing to make the Order, may be examined free of charge during normal business hours from 31st August 2026 until 28th September 2026 at Bleachingfield Centre, Countess Crescent, Dunbar EH42 1DX, Cockburnspath Village Hall, Cockburnspath, TD13 5XY, East Lothian Council, John Muir House, Brewery Park, Haddington EH41 3HA and at the offices of Transport Scotland, 177 Bothwell Street, Glasgow, G2 7ER.

Narration of Statement of Compatibility
In accordance with section 23(2) of the United Nations Convention on the Rights of the Child (Incorporation) (Scotland) Act 2024 (the Act), the Scottish Ministers certify that, in their view, the A1 Trunk Road (Bilsdean) (Temporary Prohibition of Right Turns) Order 202[] is compatible with the UNCRC requirements as defined by section 1(2) of the Act.
Statement of reasons
The Scottish Ministers propose to make this order to prohibit right turns from the A1 at Bilsdean (Southbound) into the temporary Scottish Power Energy Networks Branxton substation construction slip road on that length of the A1 Edinburgh – Berwick Upon Tweed Trunk Road from a point 522 metres or thereby southeast of the centreline of the junction with road number U220 known as Dunglass Road southeast to a point 647 metres or thereby southeast of the centreline of the junction with road number U220 known as Dunglass Road.
The temporary construction slip road will be in place for 5 years and is to facilitate traffic movements for the construction of a new Scottish Power Energy Networks substation at Branxton and the Eastern Green Link 1 energy project. The only traffic using the access will be those associated with these two projects. The reason for the Order is to ensure that vehicles accessing the new access road do so as left turn from the A1 northbound lane only. This is a far safer manoeuvre than a right turn from the A1 southbound lane. For any other vehicles travelling on the A1 in either direction this Order makes the operation of this new access road far safer
The Scottish Ministers have determined that the promotion of the A1 Trunk Road (Bilsdean) (Prohibition of Right Turns) Order 202[] will improve road safety for all road users on the A1 by prohibiting right turns.
