The A737/A738 Trunk Road (St James Viaduct) (Temporary Prohibition on Use of Road and Temporary 30mph and 50mph Speed Restrictions) Order 2026

The Scottish Ministers give notice that they have made the above Order under sections 2(1), 4(1) and 14(1)(a) and (4) of the Road Traffic Regulation Act 1984, which will have the effect of temporarily prohibiting use of road and temporarily restricting the speed of vehicles to 30mph and 50mph on the below specified lengths of road -

Use of Road

  1. That length of the A737/A738 St James Interchange – Kilwinning – Hawkhill Trunk Road at the St James Viaduct from its junction with the A761 in a generally north easterly direction to its junction with the M8 Eastbound, a total distance of 2,600 metres or thereby.
  2. That length of the A737/A738 St James Interchange – Kilwinning – Hawkbill Trunk Road being the eastbound off slip to the St James Interchange/Roundabout from its commencement and point of divergence from the A737 main carriageway to a point 180 metres or thereby prior to the St James Interchange/Roundabout, a distance of 385 metres or thereby.

30mph Speed Restriction

  1. That length of the A737/A738 St James Interchange – Kilwinning – Hawkhill Trunk Road at the St James Viaduct from its junction with the A761 in a generally north easterly direction to its junction with the M8 eastbound, a total distance of 2,600 metres or thereby.
  2. That length of the A737/A738 St James Interchange – Kilwinning – Hawkbill Trunk Road being the eastbound off slip to the St James Interchange/Roundabout from its commencement and point of divergence from the A737 main carriageway to a point 180 metres or thereby prior to the St James Interchange/Roundabout, a distance of 385 metres or thereby.
  3. That length of the A737/A738 St James Interchange – Kilwinning – Hawkhill Trunk Road at Linwood being the A761 on slip road to the A737 from the point it diverges from the A761 to the point where it merges with the A737 eastbound, a total distance of 600 metres or thereby.

50mph Speed Restriction

  1. That length of the A737/A738 St James Interchange – Kilwinning – Hawkhill Trunk Road at Linwood from its junction with the Barrochan Road in a generally north easterly direction to a point 750 metres or thereby after its junction with the A761, a total distance of 3,750 metres or thereby.
  2. That length of the A737/A738 St James Interchange – Kilwinning – Hawkhill Trunk Road at Johnstone being the Barrochan Road on slip from the point it diverges from the Barrochan to the point where it merges with the A737 eastbound, a total distance of 400 metres or thereby.

The Order, is required because of the likelihood of danger to the public, will be in operation from 14th August until 16th November 2026 and will only have effect in relation to such part or parts of the length of road as is indicated by the appropriate traffic signs.

No prohibition imposed by this Order applies to a vehicle being used in an emergency for fire brigade, ambulance, police or coastguard purposes, or a vehicle being used for carrying out the works.

No speed restriction imposed by this Order applies to vehicles falling within regulation 3(4) of the Road Traffic Exemptions (Special Forces) (Variation and Amendment) Regulations 2011( ) when used in accordance with regulation 3(5) of those Regulations, or vehicles being used in an emergency for coastguard purposes.

Alternative routes

An alternative route is not required.

UN Convention on the Rights of the Child (Incorporation) (Scotland) Act 2024 Compatibility Consideration and Narration of Statement of Compatibility

The Scottish Ministers have made the following statement regarding children’s rights.

“In accordance with section 23(2) of the United Nations Convention on the Rights of the Child (Incorporation) (Scotland) Act 2024 (the Act), the Scottish Ministers certify that, in their view, The A737/A738 Trunk Road (St James Viaduct) (Temporary 30mph and 50mph Speed Restrictions) Order 2026, is compatible with the UNCRC requirements as defined by section 1(2) of the Act.”
