The A76 Trunk Road (Kirkconnel) (Temporary 20mph and 40mph Speed Restrictions) Order 2026

The Scottish Ministers give notice that they have made the above Order under sections 2(1), 4(1) and 14(1)(b) and (4) of the Road Traffic Regulation Act 1984, which will have the effect of imposing temporary 20mph and 40mph speed restrictions on the following lengths of road:

20MPH

That length of the A76 Dumfries – Kilmarnock Trunk Road at Kirkconnel from a point 375 metres or thereby west of the extended centre line of its junction with Duke Street eastwards to a point 328 metres or thereby east of the extended centre line of its junction with Polveoch Terrace, a distance of 1.33 kilometres or thereby.

40MPH

That length of the A76 Dumfries – Kilmarnock Trunk Road at Kirkconnel from a point 375 metres or thereby west of the extended centre line of its junction with Duke Street westwards to a point 1.118 kilometres or thereby west of the extended centre line of its junction with Duke Street, a distance of 813 metres or thereby.

The Order, which is required in the interest of road safety, will be in operation from 13th March 2026 and ceases to have effect on 13th September 2027, and will only have effect in relation to such part or parts of the length of road as is indicated by the appropriate traffic signs.

The Order does not apply to vehicles falling within regulation 3(4) of the Road Traffic Exemptions (Special Forces) (Variation and Amendment) Regulations 2011 when used in accordance with regulation 3(5) of those Regulations; or vehicles being used in an emergency for coastguard purposes.

An alternative route is not required.

UN Convention on the Rights of the Child (Incorporation) (Scotland) Act 2024 Compatibility Consideration and Narration of Statement of Compatibility

The Scottish Ministers have made the following statement regarding children’s rights.
“In accordance with section 23(2) of the United Nations Convention on the Rights of the Child (Incorporation) (Scotland) Act 2024 (the Act), the Scottish Ministers certify that, in their view, The A76 Trunk Road (Kirkconnel) (Temporary 20mph and 40mph Speed Restrictions) Order 2026 is compatible with the UNCRC requirements as defined by section 1(2) of the Act.”
