The A76 Trunk Road (Thornhill) (Temporary 20mph Speed Restriction) Order 2026

The Scottish Ministers give notice that they have made the above Order under sections 2(1), 4(1) and 14(1)(b) and (4) of the Road Traffic Regulation Act 1984, which will impose a temporary 20mph speed restriction on that length of the A76 Dumfries - Kilmarnock Trunk Road at Thornhill from a point 37 metres or thereby north of the extended centre line of its junction with A702 Gill Street southwards to a point 30 metres or thereby south of the extended centre line of its junction with Cairnkinna Cresent, a distance of 762 metres or thereby.

The Order, which is required in the interest of road safety, will be in operation from 23rd March 2026 until 23rd September 2027 and will only have effect in relation to such part or parts of the length of road as is indicated by the appropriate traffic signs.

The Order does not apply to vehicles falling within regulation 3(4) of the Road Traffic Exemptions (Special Forces) (Variation and Amendment) Regulations 2011 when used in accordance with regulation 3(5) of those Regulations, or vehicles being used in an emergency for coastguard purposes.

Narration of Statement of Compatibility

The Scottish Ministers have made the following statement regarding children’s rights:

“In accordance with section 23(2) of the United Nations Convention on the Rights of the Child (Incorporation) (Scotland) Act 2024 (the Act), the Scottish Ministers certify that, in their view, the A76 Trunk Road (Thornhill) (Temporary 20mph Speed Restriction) Order 2026 is compatible with the UNCRC requirements as defined by section 1(2) of the Act.”
