The A78 and A8 Trunk Roads (Bullring Roundabout) (Temporary Prohibition on Use of Road and Specified Turns) Order 2026

The Scottish Ministers give notice that they have made the above Order under 2(1) and (2), 4(1) and 14(1)(a) and (4) and 15(2) of the Road Traffic Regulation Act 1984(a) which will have the effect of temporarily prohibiting vehicles on the following lengths of road:

  1. That length of the A78 Greenock – Prestwick Trunk Road and the M8/A8/A8 (M) Trunk Road at Bullring Roundabout, Greenock being the offside lane of the roundabout known as the Bullring Roundabout for its entire circumference, a distance of 287 metres or thereby.
  2. That length of the A78 Greenock – Prestwick Trunk Road at the A78 High Street, Greenock being the northeastbound offside lane from a point 23 metres or thereby southwest of its junction with the circulatory carriageway of the Bullring Roundabout to its junction with the circulatory carriageway of the Bullring Roundabout, a distance of 23 metres or thereby.
  3. That length of the M8/A8/A8(M) Trunk Road at the A8 Dalrymple Street, Greenock being the northwestbound carriageway offside lane from a point 20 metres or thereby northwest of Brymner Street in a generally northwest direction to its junction with the circulatory carriageway of the Bullring Roundabout, a distance of 270 metres or thereby.
  4. That length of the M8/A8/A8 (M) Trunk Road at the A8 Dalrymple Street, Greenock being the southeastbound carriageway offside lane from its junction with the circulatory carriageway of the Bullring Roundabout in a generally southeast direction to a point 153 metres or thereby northwest of Brymner Street, a distance of 200 metres or thereby.
  5. That length of the A78 Greenock – Prestwick Trunk Road at High Street, Greenock being the eastbound lane from West Stewart Street to its junction with the circulatory carriageway of the Bullring Roundabout, a distance of 305 metres or thereby and the westbound lane from its junction with the circulatory carriageway of the Bullring Roundabout to the junction with Buccleuch Street, a distance of 240 metres or thereby.
  6. That length of the M8/A8/A8(M) Trunk Road at the A8 Dalrymple Street being the northwestbound nearside lane from Brymner Street in a generally northwest direction to a point 11 metres northwest of the extended northwest kerbline of William Street, a distance of 190 metres or thereby.
  7. That length of the M8/A8/A8(M) Trunk Road at the A8 Dalrymple Street being the northwestbound carriageway from a point 20 metres northwest of the extended northwest kerbline of William Street in a generally northwest direction to its junction with the circulatory carriageway of the Bullring Roundabout, a distance of 80 metres or thereby.
  8. That length of the A78 Greenock – Prestwick Trunk Road and M8/A8/A8(M) Trunk Road at Bullring Roundabout, Greenock being the circulatory carriageway from the west kerbline of the southeastbound carriageway of A8 Dalrymple Street in an east, north and then northeast direction to the west kerbline of the centre island of Container Way, a distance of 190 metres or thereby.
  9. That length of the A78 Greenock – Prestwick Trunk Road at High Street, Greenock being the eastbound lane from the right turn exit from West Stewart Street to a point 20 metres or thereby southwest of the extended southwest kerbline of Buccleuch Street, a distance of 100 metres or thereby and the westbound lane from its junction with Buccleuch Street to a point 20 metres or thereby southwest of the extended southwest kerbline of Buccleuch Street, a distance of 20 metres or thereby.

The turns specified are:

  1. All left turns from the road known as West Stewart Street, Greenock to the eastbound lane of A78 Greenock – Prestwick Trunk Road at High Street, Greenock.
  2. All right turns from the road known as Buccleuch Street, Greenock to. the eastbound lane of A78 Greenock – Prestwick Trunk Road at High Street, Greenock.

The Order, which is required because works are being or are proposed to be executed on or near the road, will be in operation from 27th July 2026 until 5th July 2027 and will only have effect in relation to such part or parts of the length of road as is indicated by the appropriate traffic signs.

The Order does not apply to vehicles being used in an emergency for fire brigade, ambulance, police or coastguard purposes or a vehicle being used for carrying out the works.

UN Convention on the Rights of the Child (Incorporation) (Scotland) Act 2024 Compatibility Consideration and Narration of Statement of Compatibility

The Scottish Ministers have made the following statement regarding children’s rights:

In accordance with section 23(2) of the United Nations Convention on the Rights of the Child (Incorporation) (Scotland) Act 2024 (the Act), the Scottish Ministers certify that, in their view, the A78 and A8 Trunk Roads (Bullring Roundabout) (Temporary Prohibition on Use of Road) Order 2026 is compatible with the UNCRC requirements as defined by section 1(2) of the Act.
