ScotRail franchise
ScotRail and Caledonian Sleeper passenger services are under public sector control.
On 1 April 2022 ScotRail services transferred into public control and ownership. Since then, ScotRail passenger services have been provided within the public sector, by an arm’s length company owned and controlled by the Scottish Government.
On 25 June 2023 Caledonian Sleeper services also transferred into public control and ownership.
ScotRail Trains Limited and Caledonian Sleeper are owned and overseen by Scottish Rail Holdings Limited (SRH Limited), which is wholly owned by the Scottish Government. Visit the SRH website for further information.

An agreement is in place between the Scottish Ministers and Scottish Rail Holdings (SRH) which sets out the broad framework within which SRH and its subsidiaries operate.
This is known as the Framework Agreement.
