1 Introduction
1.1.1 The Transport Model for Scotland (TMfS) is one of the Scottish Government’s strategic modelling tools, informing all areas of transport and land-use planning in Scotland. It has grown and developed from small beginnings into a truly national model. Recognising these changes when TMfS was reviewed in 2006, Transport Scotland committed to design and implement a ‘Model Maintenance, Performance Evaluation and Customer Engagement’ programme. A part of this programme is the preparation of an Annual Report on performance. This document is the second of these Annual Reports.

1.1.2 The aims and objectives of TMfS have evolved throughout the last year, reflecting the changing role of TMfS in contributing towards the delivery of the Scottish Government’s Purpose:
1.2.1 The 2007 Annual Report reported on each of the key project milestones, including the publication of an Enhancement Report and the development of TMfS:05a, a new national model with improved planning and transport data. The 2007 Annual Report also identified a number of actions that were to be taken forward during 2008, concentrated into four key areas, each relevant to the twin aims of user engagement and technical excellence:
1.2.2 The remainder of this report will reflect on these and other achievements during 2008. This document will reflect on how the development of TMfS has contributed towards the Scottish Government’s Purpose, through delivering on the twin aims of user engagement and technical excellence.
1.3.1 A number of acronyms are used throughout this document. All are explained when first introduced but for ease of reference, all acronyms are fully laid out in Appendix A.
