The M90/A90 Trunk Road (Dalmeny to Masterton) (Temporary Prohibitions of Traffic, Pedestrians and Overtaking, Temporary Speed Restrictions and Temporary Bus Lanes) Order 2017

The Scottish Ministers give notice that they have made the above Order under sections 2(1), (2) and (3), 4(1) and 14(1)(a) and (4) of the Road Traffic Regulation Act 1984, temporarily prohibiting and restricting traffic on the following lengths of the M90/A90 Edinburgh – Inverkeithing Trunk Road:

Prohibitions on use and overtaking and a 50mph and 60mph speed restriction

  1. The northbound on-slip road from the point where it diverges from the roundabout at Ferrytoll Junction to the point where it meets the northbound carriageway of the M90/A90, a distance of 530 metres or thereby.

Prohibitions on use, overtaking, pedestrians, pedal cycles and horses and a 40mph, 50mph and 60mph speed restriction

  1. The northbound carriageway to the Queensferry Crossing, from the point where it passes below the B800 at South Queensferry, northbound across the Queensferry Crossing, and from the Queensferry Crossing, to a point 170 metres or thereby south of centre of the southernmost bridge at the roundabout at Ferrytoll Junction, a distance of 5.89 kilometres or thereby.
  2. The southbound carriageway to the Queensferry Crossing, from a point 240 metres or thereby south of centre of the southernmost bridge at the roundabout at Ferrytoll Junction, southbound across the Queensferry Crossing, and from the Queensferry Crossing, to a point 125 metres or thereby west of the point where it passes below the B800 at South Queensferry, a distance of 5.95 kilometres or thereby.
  3. The northbound on-slip road connecting the roundabout at Queensferry Junction to the northbound carriageway to the Queensferry Crossing, a distance of 429 metres or thereby.
  4. The southbound on-slip road connecting the roundabout at Queensferry Junction to the southbound carriageway from the Queensferry Crossing, a distance of 386 metres or thereby.

Prohibitions on use, overtaking, pedestrians, pedal cycles and horses and a 40mph, and 50mph speed restriction

  1. The northbound off-slip road connecting the northbound carriageway to the Queensferry Crossing, to the roundabout at Queensferry Junction, a distance of 324 metres or thereby.
  2. The southbound off-slip road connecting the southbound carriageway from the Queensferry Crossing, to the roundabout at Queensferry Junction, a distance of 494 metres or thereby.
  3. The northbound off-slip road from its commencement at its junction with the northbound carriageway from the Queensferry Crossing, to a point 30 metres or thereby south of the roundabout at Ferrytoll Junction, a distance of 400 metres or thereby.

  1. The southbound on-slip road at Ferrytoll Junction from a point 215 metres or thereby north of the point where it begins to merge with the southbound carriageway to the Queensferry Crossing, to the point where the merge with the southbound carriageway ends, a distance of 215 metres or thereby.

Prohibitions on use and overtaking and a 30mph and 40mph speed restriction

  1. The circulatory carriageway of the roundabout at Ferrytoll Junction, a distance of 885 metres or thereby.

Prohibitions on use and overtaking.

  1. The eastbound carriageway from a point 300 metres or thereby west of the point where the A90 crosses Standingstane Road, Dalmeny, to a point 300 metres or thereby east of the point where the A90 crosses Standingstane Road, Dalmeny, a distance of 600 metres or thereby.

Prohibitions on use and overtaking, a 30mph, 40mph and 50mph speed restriction and temporary bus lane

  1. The road connecting the southbound on slip road at Echline Junction to the eastbound carriageway at Dalmeny, from its commencement at the southbound on-slip road, to its junction with the A90 at a point 300 metres or thereby west of the point where the A90 crosses Standingstane Road, Dalmeny, a distance of 1300 metres or thereby.
  2. The westbound off-slip road from its junction with the westbound carriageway of the A90, to its junction with the B800 Kirkliston to South Queensferry Road, a distance of 750 metres or thereby.

A 30mph, 40mph and 50mph speed restriction

  1. The northbound carriageway from the Forth Road Bridge, from a point 359 metres north of the northernmost abutment of the Forth Road Bridge, to its junction with the roundabout at Ferrytoll Junction, a distance of 800 metres or thereby.
  2. The southbound off-slip road at Ferrytoll Junction connecting the southbound carriageway to the roundabout at Ferrytoll Junction, a distance of 350 metres or thereby.

A 30mph speed restriction

  1. The southbound on-slip road at Ferrytoll Junction from its junction with the roundabout at Ferrytoll Junction to its junction with the southbound carriageway to the Forth Road Bridge, a distance of 180 metres or thereby.

A 40mph speed restriction.

  1. The northbound off-slip road at Echline Junction, a distance of 310 metres or thereby.
  2. The northbound on-slip road at Echline Junction, a distance of 241 metres or thereby.
  3. The southbound off-slip road at Echline Junction, a distance of 259 metres or thereby.

A 40mph and 50mph speed restriction and temporary bus lane

  1. The southbound on-slip road at Echline Junction, a distance of 228 metres or thereby.

A 60mph speed restriction

  1. The southbound carriageway from the southbound off-slip road at M90 Junction 2 (Masterton) to the southbound on-slip road at Admiralty Interchange, a distance of 1.53 kilometres or thereby.
  2. The northbound carriageway from the northbound off-slip road at Admiralty Interchange to the northbound on-slip road at M90 Junction 2 (Masterton), a distance of 1.54 kilometres or thereby.
  3. The northbound on-slip road at Admiralty Interchange from its junction with the roundabout at Admiralty Interchange to its junction with the northbound carriageway of the M90/A90, a distance of 330 metres or thereby.
  4. The northbound carriageway from the Forth Road Bridge, from a point 359 metres or thereby north of the northernmost abutment of the Forth Road Bridge, to the northbound off-slip road at Admiralty Interchange, a distance of 2.12 kilometres or thereby.
  5. The southbound carriageway to the Forth Road Bridge, from the southbound on-slip road at Admiralty Interchange to a point 359 metres or thereby north of the northernmost abutment of the Forth Road Bridge, a distance of 2.14 kilometres or thereby.

Temporary bus lane for buses that can carry more than 23 seated passengers (exclusive of the driver)

  1. The furthermost left hand lane of the southbound off-slip road at Ferrytoll Junction from the point where the off-slip road begins to diverge from the southbound carriageway to its junction with the roundabout at Ferrytoll Junction, a distance of 350 metres or thereby.

Temporary bus lane

  1. The left hand lane of the circulatory carriageway of the roundabout at Ferrytoll Junction from the northbound on-slip road to the A90 to the southbound off-slip road from the A90, a distance of 100 metres or thereby.
  2. The left hand lane of the circulatory carriageway of the roundabout at Ferrytoll Junction from the junction with the B981 Hope Street to the southbound on-slip road to the A90, distance of 40 metres or thereby.
  3. The furthermost left hand lane of the eastbound carriageway from a point 300 metres or thereby west of the point where the A90 crosses Standingstane Road, Dalmeny to a point 300 metres or thereby east of the point where the A90 crosses Standingstane Road, Dalmeny, a distance of 600 metres or thereby.

The Order, which is required because works are being or are proposed to be executed on or near the lengths of road described, to allow the construction of the Queensferry Crossing and associated roads, will be in operation from 29th August 2017 until 31st December 2017 but will only have effect in relation to such part or parts of the lengths of road as are indicated by the appropriate traffic signs.

No prohibition imposed by the Order applies to a vehicle while being used in an emergency for fire brigade, coastguard, ambulance or police purposes, or a vehicle while being used for carrying out the works.

No speed restriction imposed by the Order applies to vehicles falling within regulation 3(4) of the Road Traffic Exemptions (Special Forces) (Variation and Amendment) Regulations 2011 when used in accordance with regulation 3(5) of those Regulations.
