Welcome and Introductions

The Chair welcomed all members to the meeting and proceeded with introductions. Noting recent changes in Transport Scotland, the Chair thanked Michelle Little for her contribution to the LPF East over the years.

The minutes of the previous meeting on 7 November 2024 were previously agreed as an accurate record of discussion and since been published. All actions from the meeting were complete.

Feedback from the Strategic Partnership Board was provided, advising members that a mid-term review will be conducted into the Road Safety Framework to 2030. The review is currently in the process of going through procurement and organisations will be included in the review process. It was confirmed that this will include an overall look at the framework including the current framework targets.

Knowledge and Data Analysis

Andrew Paterson presented casualty statistics from Key Reported Road Casualties Scotland 2024 noting a 9% increase in fatalities and a 4% overall reduction in total casualties. Localised stats for the East were provided highlighting that older road users continue to be prevalent in the stats.

Action: Secretariat to circulate stats presentation to LPF East and local authority members to share with colleagues to help inform their Road Safety Improvement Fund schemes.

Action: Andrew Paterson to share postcode information and journey purpose analysis from the 2024 dataset.

Action: David Main to consider SFRS representative on the Age Key Priority Group.

Presentation

David McKenzie and Professor Alex Stedmon delivered a presentation on Project PRIME, which uses innovative road markings to enhance motorcycle safety on bends. The intervention has demonstrated positive behaviour change including reduced speed and improved rider positioning. A toolkit has been produced to support the wider rollout, and local authorities were encouraged to consider their implementation.

Safety Camera Programme

Michelle van der Stighelen provided an overview of the East Safety Camera Programme, including fixed and flexible deployments, distracted driver technology, and emerging AI applications.

Action: Michelle to share the East Safety Camera Unit details with the group.

Action: Local authorities to contact East Safety Camera Unity should they have locations on their network they would like considered for mobile camera deployment.

Partner Updates/Discussions

ScORSA Project – How local authorities manage occupational road risk

An update on the current ScORSA project was provided, highlighting the research work currently underway to better understand how local authorities manage occupational road risk. The survey has been circulated to all 32 local authorities, with 15 responses being received so far. Local authorities were encouraged if not already done so to complete the survey and return by the 11 July deadline.

Partner Updates 

A mix of verbal and written updates were provided. During the verbal updates the following was noted;

  • Fife Council is continuing with the Drive Wise 65+ project, also looking to begin a new initiative with a focus on older pedestrian safety.
  • Scottish Fire and Rescue Service are aiming to get the Biker Down project up and running again and have continued their support for older driver events across the region with Police Scotland.
  • Scottish Borders Council is looking at a potential project, subject to funding, which would support fitness to drive. This would be in partnership with local opticians ensuring that older drivers eyesight meets the standard requirements.
  • City of Edinburgh Council advised that they have reduced many of their 40mph speed limits to 30mph. They asked if there is any best practice by other authorities to enhance compliance.
  • Police Scotland and partners working together on young driver event due to take place in September.

Action: Secretariat to redistribute the ScORSA project research survey and local authorities to complete and return by 11 July.

Action: Secretariat to circulate written partner updates.

Action: Secretariat/Chair to ask other LPF groups if there is any best practice by local authorities on how they currently manage/enhance speed compliance on 30mph roads and feedback to City of Edinburgh Council.

Action: Jocelyn Thomson to share details on the young driver event with Debbie Nicol.

Members were advised that future meetings will be held in person with the next meeting scheduled for November 2025 and a calendar invite will soon be issued.
